To deliver HR advice, guidance and support both proactively and in response to day-to day demands to all departments (excluding Social Services and Education). Also to be a single point of contact for the departments and effectively determine requirements, priorities and level of services required throughout agreed performance contracts/agreement.
Professional HR advice to Line Managers for example within the context of conduct, capability, sickness absence, bullying and harassment, pay and grading and terms and conditions.
Provide direct input to the delivery of the HR Advice Line in collaboration with Policy Unit.
programming visits to the Departments to promote, implement and advise on employee issues.
Working with line managers on disciplinary, capability and absence management and procedural issues.
Providing advice to the managers and staff in relation to sickness absence, pay and grading, probation and HR policies, practices and procedures.
Recording, collecting and collating data and statistical information.
Advising and assisting managers and staff on responses the monitoring of statistical information.
Advising and providing guidance to management on employment issues, rewards, compensation and grading issues.
Providing personnel/HR input for disciplinary and grivance matters.
Identifying and implementing efficient work practices.
Providing project planning tools and techniques for the planning and implementation efficiency changes.
Maintaining formal and informal channels of consultation with the trade union representatives in the Departments to promote effective employee relations
Ensuring staff communications on a regular basis throughout any period of change.
Provide an HR input into staff surveys for the Department when required.
Ensuring that all HR associated administration is completed promptly and accurately.
Providing timely reminders to managers for action.
Dealing with queries by telephone, email or correspondence, promptly bringing the manager's attention to anything contentious.
Compiling and maintaining up to date monitoring information as required, including data analysis.
Knowledge of relevant legislation and current trends within HR.
Able to provide clear and unambiguous advice on core HR areas and policies and procures.
Able to work with high level of accuracy and attention to detail.
Good oral and written communication skills - for example presenting information in a concise, accurate and understandable way.
Practical problem solver with focus on efficiency, best value principles and the effective management of conflicting priorities.
Able to demonstrate resilience - for example in face of management and trade union pressure when facing demanding workloads.
Demonstratable ability of word processing and spreadsheet applications (Word and Excel)
Able to work with minimum supervision with a high level of imitative inclusive team player.
Minimum of 2 years experience or working within an HR environment.
Experience of applying policies and procedures consistely within a range of situations.
Experience of computerised HR Systems.
Required to achieve graduate CIPD status or equivalent within 2 years in post.
Required to maintain and provide evidence of CPD portfolio and to participate in learning and development programmes as directed.
May be required with notice to attend meetings or work outside of core working hours.
