HR Advisors will assist in the provision of a professional service to the team and Department colleagues and Managers advising on a range of policies/procedures and HR issues, enabling HR best practice and consistency of approach to be effectively shared across the Council.

Each HR Advisor will support the Senior HR Advisors in the delivery of a generalist role.

The role of HR Advisor will be a developmental one, where individuals will be required to gain an appropriate qualification, maintain continuous professional development and experience in HR practice.

HR Advisors will be required to work collaboratively, sharing their knowledge and experience and ensuring colleagues are kept informed of key developments in their area. It is expected that at people at this level will provide coaching to colleague HR Advisors (level 1). Team working and a flexible approach will be essential, with HR Advisors assisting each other at peak times and covering for colleagues when required.

Advising management, staff and HR colleagues on the employment conditions, policies and procedures of the Council, both in person and via the telephone or email.

Acting in an advisory capacity as the HR Representative at a variety of meetings including: disciplinary hearings; complaints; guidance review meetings; working parties, TU consultation meetings; SAP Forums as directed by the Senior HR Advisors.

Drafting of minutes, reports, policies, procedures and other correspondence with due regard to professional standards and organisational objectives.

Develop and maintain accessible and effective HR administrative and information systems, including all aspects of SAP, including the extraction of data into management reports as requested.

Develop and maintain excellent working relationships with team colleagues, Corporate HR, Senior Managers, other departments, Members, the Trade Unions and representatives from a range of external bodies.

Observe a high standard of confidentiality in all aspects of work undertaken.

Advise managers and staff on leave entitlements, maternity leave, extraneous leave and payment relating to leave.

Assist the Senior HR Advisors with aspects of administration and advice in relation to people management initiatives and projects.

To undertake other duties which may from time to time arise, commensurate with the grade of the post and within the capabilities of the post holder.

To keep up to date and maintain continuation personal development and knowledge in employment legislation, terms and conditions, Employment Tribunal case law and HR best practice.

To undertake other duties appropriate to the post that may reasonably be required from time to time.

A willingness to study for the Chartered Institute of Personnel Development (CIPD) diploma or be part qualified existing graduate member of the CIPD. ( Equivalent qualifications will be accepted)

Evidence of continuing professional development. (Desirable)

Demonstrate an understanding of the principles of confidentiality as applied to the field of Human Resources

Practical knowledge of existing and pending UK and EU legislation

Working knowledge of mechanisms to develop and sustain effective employee and industrial relations .

• Experience of working in a Human Resources support role providing a professional HR advisory service

• Working experience of dealing with matters concerning grievances complaints, disciplinaries, sickness absence and performance management.

• Effective interpersonal and influencing skills

• Ability to draft non–standard correspondence including formal reports, letters, minutes of meetings and memoranda

• Ability to interpret and analysis data

• Numeracy sufficient to produce statistical reports

• Ability to organise, plan and prioritise workload effectively to meet strict deadlines

• Ability to work flexibly and effectively as part of a team

• Ability to competently use a range of ICT packages including Word for Windows, Excel and Powerpoint
